The Construction Division of the OC Public Works consists of five separate functions, Subdivision and Permits, County Property Permits, Administration and Contracts, Materials Laboratory and NPDES.

Subdivision and Permits provide inspection services for public works construction within County unincorporated areas and within County rights-of-way.

OC Property Permits processes and issues encroachment permits for use or construction within County owned property or rights-of-way.

Administration and Contracts provide construction management services for County funded capital improvement projects including advertising for bids, awarding contracts to contractors, administrating public works contracts and providing inspection services.

Materials Laboratory provides geotechnical engineering, pavement analysis, and acceptance testing and quality assurance of construction materials for capital improvement projects, maintenance programs, and development activities for the County of Orange and other eligible agencies.

NPDES is the Construction Division's National Pollutant Discharge Elimination System compliance Program.
