All construction projects are required to comply with two interrelated sets of municipal directives with respect to water quality management: (1) prevent unauthorized non-stormwater discharges, and (2) implementation of BMP’s to the maximum extent practicable to reduce or eliminate contaminants within stormwater discharges.
The County of Orange is located in two separate California Regional Water Quality Control Board jurisdictions. The approximate jurisdictional dividing line is El Toro Road. To the South it is San Diego Regional Water Quality Control Board and to the North it is Santa Ana Regional Water Quality Control Board.
In early 2002, the San Diego and Santa Ana Regional Water Quality Control Boards issued NPDES permits that regulate stormwater discharges from municipal storm drain systems.
