Applications for Encroachment Permit for construction within County of Orange rights-of- way will require the permittee to submit a NPDES form (see related links). If the overall project is greater than one acre of Disturbed Soil Area (DSA), which requires coverage under the State Construction General Permit, the permitee will be required to submit a Storm Water Pollution Prevention Plan (SWPPP) to County Property Permits (CPP). The SWPPP will be routed to Construction Division for review. Acceptance will be granted when the plan addresses all requirements of the General Permit for Discharges of Storm Water Associated with Construction Activity (Construction General Permit, 99-08-DWQ), Section A: Storm Water Pollution Prevention Plan.
